How Local Residents Helped Build a Cleaner, Safer Philippi

What difference can community-based employment make? The PMU & PEP Annual & Q4 Results Report 2025–2026 provides the answer through a year of measurable achievements that improved neighbourhoods, strengthened local services and created meaningful opportunities for hundreds of Philippi residents.


During the year, the Philippi Precinct Management Unit (PMU) and the Presidential Employment Programme (PEP) combined employment creation with practical community action. Together, the programmes created 358 employment opportunities, provided 550 accredited skills and work-readiness training opportunities, collected 195,784 bags of waste, submitted 2,420 City C3 service requests, carried out 1,772 community foot patrols and safety escorts, recorded 1,178 crime incidents to support situational awareness, and surveyed 5,327 residents to better understand community needs and perceptions.


Behind these numbers is a simple but powerful approach: employ local people to solve local challenges. Participants helped keep public spaces cleaner, supported municipal service delivery, improved neighbourhood safety, strengthened environmental awareness through recycling, and gathered valuable community data to inform future planning and decision-making. The report also demonstrates how employment programmes can deliver lasting public value by combining work experience, skills development and measurable service outcomes.
